Radio quit working and I want to get serial # off of it, but must take entire radio out.
There is a vertical slot on each side of the radio where it meets the dash. Special tools that fit in those slots are required to release the springs that hold the radio in. If you can find some metal pieces about the right width and length, you might be able to get away without buying the tools. Basically you push the tools in at the same time and you should feel a click of the springs releasing then you can pull the radio out.

you are allowed to listen to any frequency that the scanner can receive.
Scanners are required to hardware block cellular frequencies, so scaners do not and cannot be modified to, listen to cell freqs.
The rules still exist for listening to communications. The Communications Act of 1934 still exists. You may listen to anything, you may not utilize third party information, what you hear, stays with you.
There are exceptions, broadcast radio is exempt, hobby services are exempt, unlicensed services are exempt.

Is this an aftermarket radio? If so it most aftermarkets have a permanent power feed line on them. Someone may have installed it incorrectly.
If it’s factory, it’s possible that a connection is loose or the radio itself has a short. You may also want to replace the radio fuse in your car to see if that helps.

What are you trying to do? Control an R/C car, boat or airplane? What is this transmitter? 900 MHz sounds like a public service two-way radio. However, these radios have more than a 300 ft range. A 300 ft range would sound like a R/C transmitter but there aren’t any that work at 900 MHz.
I will assume you are are trying to control an R/C thing-a-ma-jig. R/C receivers work at 27 MHz, 72 MHz, 75 MHz or 2.4 GHz. If your R/C transmitter works in the same band as your receiver, you can change crystals in both the receiver and/or transmitter, fairly easy.
If you like modifying radio gear, get an Amateur Radio (Ham) License. You are allowed to build, experiment with and modify all the radio gear you want! Hams also use their gear for R/C.
